Meadowhall Shopping Centre is a shopping centre car park in Sheffield, on Meadowhall Way (S9 1EP). Parking here is managed by Minster Baywatch, a private operator and member of the British Parking Association (BPA), so a ticket from this car park is a private Parking Charge Notice, not a council fine. The car park has roughly 12,000 spaces.

Minster Baywatch enforces the rules at Meadowhall Shopping Centre using ANPR cameras at the entrance and exit, backed up by patrolling attendants. If you got a charge here it will usually have arrived by post, addressed to the registered keeper, and the times on it are camera times, not the time you parked.

The rules at Meadowhall Shopping Centre

Parking at Meadowhall Shopping Centre is free, but each vehicle is limited to 14 hours in total across a week (Monday to Sunday), adding up every visit. You can't pay for extra time. One long visit is fine; several long visits in the same week are what trigger charges here.

Part of the car park is set aside for permit holders. Parking in a permit bay without a permit is one of the commonest reasons for charges here, so check which bay you were in.

The weekly limit was introduced around December 2024 to stop commuters and all-day non-shoppers using the free car parks. Centre staff are expected to use the separate staff car park off Aisling Road and are not exempt from the limit. If you know you'll go over the 14 hours in a week, for example because you work in the centre or visit the cinema and restaurants often, the centre asks you to contact its customer care team before you do.

Parent and child bays need a permit from the centre, displayed in the car. Misuse of those bays is enforced by patrolling wardens, who leave tickets on the windscreen, while the weekly time limit is enforced by cameras and the charge arrives by post. The car park has more than 350 Blue Badge bays and more than 200 parent and child bays across its seven colour-coded car parks.

  1. Don't ignore it. Note the date on the notice: you normally have 28 days to appeal to Minster Baywatch, and 14 days to pay at the reduced rate if you decide to pay.
  2. Gather evidence: photos of the signs and where you parked at Meadowhall Shopping Centre, receipts, payment records, and anything that explains why you stayed longer.
  3. Appeal to Minster Baywatch in writing. Keep to the facts and keep a copy. If you were not driving, you don't have to say who was.
  4. If Minster Baywatch rejects your appeal, it must give you a code to appeal to POPLA, the independent appeals service for BPA members. POPLA appeals are free, and you have 28 days from the rejection to use the code.

If you visited several shops at Meadowhall Shopping Centre

The time limit at Meadowhall Shopping Centre applies to your whole visit, not each shop. Receipts from more than one store help show you were a genuine customer and roughly when you arrived and left. At a car park this size, finding a space and queueing to leave can take several minutes, which is what the consideration and grace periods are meant to cover.

Retailers at Meadowhall Shopping Centre can usually ask the site's management to cancel a charge for a customer. It's worth asking the store where you spent the most.

Common reasons charges here get cancelled

  • The weekly total is wrongWeekly limits depend on the cameras catching every entry and exit at Meadowhall Shopping Centre. Ask for the full list of visits the charge relies on; a missed exit or a different car with a similar plate can inflate the total.
  • You were a Meadowhall Shopping Centre customerProof you shopped or ate at Meadowhall Shopping Centre on the day often gets a charge cancelled, especially when the overstay was short.
  • You had a permit but it wasn't visibleIf you hold a valid permit for Meadowhall Shopping Centre but it wasn't on display, the charge should be cancelled or reduced. Send a copy of the permit.
  • Reported at this car parkMeadowhall has many entrances. When the weekly limit came in, drivers reported that warning signs about the new terms were missing or hard to read at some of them, and in one 2025 POPLA appeal the operator could only show a photo of a single temporary sign. A material change to the terms is supposed to be flagged with extra temporary signs at the entrances for several months.
  • Reported at this car parkThe signs don't clearly say whether the 14 hours belongs to the vehicle or the driver, which matters for households sharing a car.
  • Signs you couldn't reasonably seeThe terms are a contract formed by the signs at Meadowhall Shopping Centre. If the entrance sign was missing, hidden or unreadable, photograph it from the driver's position; the codes set rules for size, placement and wording.
